Pre-and post-Cold War history is replete with intractable conflicts in sub-Saharan Africa (SSA) and beyond that has defied several attempts at signing peace agreements (PAs). This paper asks why certain PAs easily get signed whereas other PAs experience undue delays or an outright decline.
